ESS: SoC minimum setup interval 1%, not 5% #1164

Now, you can only setup the minimun SoC in an interval of 5%. It would be great to be able to have an interval of 1% to avoid under voltage alarms.

My node-red flows set minimum SoC in 1% increments via MQTT. Venus OS accepts and respects the 1% values but the Remote Console rounds the values to the nearest 5%.
