systemcalc: DVCC User charge current limit is ignored in systems with a VE.Bus BMS #1165

In Venus 3.00 I made a correction to not use double-control (both via the BMS and charge current limit) when a VE.Bus BMS is used, since the Multi already listens to the BMS.

Commit d01d0442.

Unfortunately this causes the user-limit to also be ignored and not applied. Which is not correct.
