Presently the PV limiter is implemented in hub4control, and doesn't work if you don't have a VE.Bus Multi in the system.

That means PV limiting does not work with a Multi-RS.

TODO

[ ] Split PV-inverter control out of hub4control, so PV-inverters can be limited also in systems with a Multi-RS or others.
