Update HF download link for vicuna weights #4

The link to the weights on HuggingFace is now broken as the owner has changed the available files. I've updated the README.md to the correct URL.

Thanks for the awesome pull request! As the uncensored weights are based on the 1.0 release of vicuna, i think i need to update the whole prompt file.
