[Story 6] I want to know which countries do not include quarantine requirements (or which she can enter) so that she can make her travel plans

Definition of done

[ ] Tina knows which countries are unavailable/available for travel to her
[ ] Tina knows where she will/will not have to quarantine upon arrival

Potential tasks:

[ ] "Where Can I Travel To?" (from "Government Stringency Index") to title map
[ ] Creation of new machine-readable format file to for making this map
[ ] Using Oxford Data (C8: 0,1 vs 2 vs 3,4 = differentiating) to accomplish this
