Allow drag and drop of individual outputs to new tabs

Case:

After opening a new view, click and drag an output view
Drop it as a new dock panel
Ensure restorer is able to restore such panels even if parent view is closed
Add an action "Open parent view" to allow for restoring view on notebook that was the source for a detached output.
