Empower app to be able to request Rinkeby LPT tokens #20

In Livepeer Explorer, a Rinkeby user is able to request some test LPT.

This issue is to propose that a user could request test LPT via a button

An alternative solution would be to inform a user that they can request test LPT at explorer.livepeer.org/me and then send to the app.

Any solution should be disabled for Mainnet.
