Remove Shippable #336

Shippable is closing out their free CI service ending May 2021 - remove it from the builds here.

Evaluate whether to try JFrog Factory, the replacement.

Delete the Shippable integration with Github, and also delete the hook that sends events to Shippable. I think that will be enough.

JFrog Factory is a no-go, since there's no free tier plan.
