Give up the dropping to the Migrator #30

The Test Suite Light should not handle the dropping of tables any more. This is handled exclusively be the Migrator.

update composer to require the latest version of the migrator
no dropping, only truncation. We assume that the schema is complete
if no dirty table collector is found, create it and the triggers
triggers do not get created if the dirty table collector exists. This will speed up the warm up.
