`vppcfg`: Initial `vppcfg` derivation. #9

I forked vppcfg to make it use the vpp_papi API searcher functions and to remove a useless dependency.

Not sure how functional it is, but it's going in the right direction.

I opened https://github.com/pimvanpelt/vppcfg/pull/10 with the changes required.
