Fix maxmind error #33

I am seeing an alert when I update pfblockerNG that maxmind now requires a license or something:

URGENT: MaxMind now requires a License Key! Review the General tab: MaxMind settings for more information.

This task is done when I have either activated whatever is needed, or otherwise disabled maxmind
