Update Outdated Rails Capistrano Examples to Cap v3 #522

The Rails Capistrano example and readme were out of date for Capistrano 3. This is a minor fix for syntax. Capistrano 3 requires the task to be within an on roles... block. The specifics of that block are specific to the user's preferences, though.
