Tests are forthcoming. Keep an eye our for that PR soon.

This adds a drag and drop reordering interaction. The interaction respects existing block type restrictions and child block maximums. See demo below.

Right now you can just click and drag a block from anywhere, but we could change that if we find it annoying.

This got stale, and we never wrapped this up.

@ltk thanks for all of your work on this. I am sorry it didn't pan out.
