This PR adds an Image with Caption Component (Block).

This is pretty much a wrapper for the core Image Block.
I'm unable to default the image to have a caption unless we ship an image with the theme to use.
Once an image is selected, you can add a caption by clicking the caption button in the toolbar
If we can't have a caption by default, should we just call this component "Image"?
If we're just going to call this component "Image", is it worth it to have a wrapper element, or should we just count the Core Image block as this component since there really isn't any benefit of having the wrapper, other than adding tailwind classes, which can be done using @apply on .wp-block-image?
@bd-viget if this core block might be used as part of other blocks then I think a wrapper is necessary for targeting it as a stand-alone block. And access to Tailwind would always be desirable.
