[#8] CTA block UI #23

Summary

This pulls over the base styles from BP into this CTA block. This PR also updates all the colors and sets a few default styles that I noticed.

I need to style the buttons for the entire site that is listed in this ticket #22.

Issues

Testing Instructions

  1. Add the CTA to a page and change the bg colors.
  2. Scale the window down to mobile.
  3. Make sure the styles look the same from admin to frontend.
