[#13] Alert Banner Component #25

Summary

This PR adds the Alert Banner component, along with a pattern to include a button. The Dismissible feature can be enabled by adding the Dismissible block style.

Issues

Testing Instructions

  1. Create a new page
  2. Insert the Alert Button block
  3. Add the Alert Button (with Button) pattern
