change license filename pattern (to match GitHub convention) #17

This is a bit silly, but GitHub does not seem to recognize the "LICENSE." filename pattern, whereas it does recognize the "LICENSE-" one. We have verified this in the vigna/sux-rs repo. With this change we migrate to the recognized pattern.

No-op change otherwise.
