[x] term start Date and end date should be in UTC date e.g for 12 Nov 2021, it should be 2021-11-12T00:00:00.000Z
[x] on return from suspension, all the member's future bills should be marked as 'ACTIVE'.
e.g if the member is marked as suspend and again marked as return from suspend quickly.
