wrong parsing values with enclosure characters #2

What steps will reproduce the problem?
1. uae csv with enclsure characters
12313,234234
,sdfsdfsdfвафы

,,,,,,,,,,,,,,,,,,,111

a7777

,bbbbb999

,,"тест test,123",ggg,"""1,2"""

2. try to read cell c34 ("тест test,123")
3. look at the string from vector

What is the expected output? What do you see instead?

characters after coma is lost

What version of the product are you using? On what operating system?

i used version 1.0.0 under windows

Please provide any additional information below.

P.S. i used following parser initialisation:

csv_parser parser;
parser.init(tmp_path);
parser.set_enclosed_char('"', ENCLOSURE_OPTIONAL);
