Expected behavior
Add a scroll-back to the table of contents link under each section to allow a user to quickly head back to the TOC and resume navigation/use of the UG/DG.
Why is this marked as medium? It should be very low as it is just a cosmetic issue.

**Reason for disagreement:** The VeryLow severity label applies only to cosmetic issues that "do not affect usage". The lack of scrollback links impedes the ability to navigate between pages quickly (navigability). This can cause an inconvenience to users, using these documents who wish to find sections quickly.
I will however accept a downgrade to severity.Low
