Warn when version number didn't change #32

The version number is important so that the cache manifest changes... Will become a bug when we start using the cache manifest more aggressively instead of how the packer handles caching at the moment.

This is not the packer's job actually. It shouldn't even be the packer's job to make the appcache manifest... Also the appcache manifest can inject a timestamp in a comment to make sure it's updated instead of relying on the app version
