Functional requirements under NFR

As seen from screenshot, these not expected to section should not come other non functional requirements as they are behaviours that can be considered functions of the system.

The description has some grammar errors(probably typed in a rush due to time constraint). I interpret it as "the requirements pointed by the arrow in the screen shot are not NFR"

But they could be deemed as NFR according to the last two line of the screen shot from the textbook:
