Expose "Deprecated since API level nn" for deprecated APIs #34

Feature request to have doclava generate a "deprecated since" API level number 
as an hdf var, which would then be displayed in the reference docs for 
deprecated classes/methods etc. 

Scott and I can help with the integration into the doc templates.
