Test - when all other peer-groups are disabled, any target that is available to "EveryOne" group should be available #38

Tested

  1. Disable every peer group.
  2. Allow a target for "EveryOne" (say internet or LAN access).
  3. Restart wireguard after generating files.

Expected: The target should be accessible for everyone.

Actual: It is not.
