1.13 Update + WorldGuard 7 #38

Hi, I've done some work with updating to 1.13. All I have done is remapped the method calls to their respective areas in the WorldGuard 7 API, as well as added the jar locally since I couldn't find a repository for it.

One thing I've noticed is strange worldguard flag greeting colours...
