Contextual Panel flickers #130

When rotating the element, the angle is being updated so fast and it's
causing the contextual panel to flicker as the user rotates.

When rotating by dragging, should we only update the panel on mouseup? That's
currently the behavior for moving/resizing, so that would be the most consistent
solution. On the other hand, it would probably be helpful to see the exact angle
value on mousemove.

Yeah, I was thinking it would be useful for the user to see the angle while 
moving
the mouse.
