Recommendation system. #5

Recommendation (The index page for users would ideally have recommendations of good metor / mentee matches for users)

We can do recommendations based off mentor/mentees locations to begin with. The /users page should initially be populated by a list of 5-10 recommendations(based of location). Then when the search filter is applied those recommendation go away and the list is populated by the results of the search filter.

This was working, but now the search page is not showing up so cannot verify that this is working.
