chore(ci): reusable worflow #387

CI now runs ~2.5x faster, ~5x for all linux runs. Current limiting factor is windows being slow. Total runtime with cache: ~8 minutes Total runtime without cache: ~13 minutes Average total runtime before this PR: ~22 minutes
