update vikingtooltips to work with api v11 #62

mostly cut & paste from the carbine addon, but at least it doesn't error on load or mouseover anymore. it will still cause tradeskills to error, but to fix that vikingtradeskills would need to be updated (see #42)

Are you able to figure out what's up with the missing rune icons?

i think this should do it, don't have a set lying around to test it, but with basic runes it seems to work
