Full recompilation not possible without undocumented tool dependency? #353

The Elmah.AspNet project is a class library containing Razor views compiled 
into .generated.cs files. Visual Studio is not capable of regenerating these 
files by default outside of an ASP.NET website project--it appears that the 
RazorGenerator extension is required.
