[CircleCI] Deprecate Big Sur build and implement testing of newer MacOS version #114

The combination of Big Sur and ROOT that we are currently using on CircleCI is no longer supported. We should fix this by deprecating this OS version and adding testing for a newer one in its place. See #113 for documenting this deprecation.

Similar issues with some of the GitHub Actions builds -- they should either be moved to CircleCI or deprecated.
