Because right now a naive check is done that only looks for the amount of entries to determine whether it is a file or a collection of entries. Files with one entry are considered a single file.

Try to find a common link between a indexes that contains entry files and indexes that don't.
Base file type on index?

They can't be decoded as entry files, so maybe Jagex also uses the simple logic (for once) of multiple entries -> entryfile.
