support an MOTD #186

There's client support for a single MOTD line that admins should be able to set with, say, an /motd command.

this requires:

[ ] a new model, Motd
- knows a string of text and who wrote the string of text
- knows when it was created
[ ] a new /motd command only usable by gods
[ ] sending the most recent motd string in the DB as part of client state
