Add Google dark and light themes #246

A theme based on: https://github.com/google/vim-colorscheme-primary

I know there is a base16 google theme, however this theme uses the "official" Google colors. I didn't want to change the base16 theme since there is a whole ecosystem of vim, airline, terminal, etc that would be affected.

If you think this should replace the base16_google theme, then I can change my PR.
