Hm, that looks like a intermediate release version that might be updated soon again? Do we need to go that version for any bug fixes or doesn't it make more sense to stay on release v1.17 instead?

This includes https://github.com/mlocati/gettext-iconv-windows/pull/22, not just a bug fix.

Recently, I wanted to use one of the extra encodings. This was a rare case, though.
