Does the HRNet have a more positive effect on person re-identification than ResNet_ibn_a ? #1

ResNet_ibn_a is quite strong especially for domain adaptive person re-identification. And through our experiments we found the performance by HRNet is similar. With proper parameter tuning, I think it has a chance to surpass ResNet_ibn_a.
