File links [[file:///absolute path to file/file name.pdf]] doesn't work on Windows

What steps will reproduce the problem?
1. add [[file:///C:/absolute path to file/file name.pdf]]  (file and path 
should exist) to vimwiki
2. open it with Enter

What is the expected output? What do you see instead?
file should be opened in external program

But there is a message:
Make new directory C:\C:\absolute path ...

opening this file:
[[file:///C:/Documents and Settings/KimMM/My Documents/фса.xlsx]]

I get 
open_link: idx=-1, scheme=file, path=C:\C:\Documents and Settings\KimMM\My
