feat: add wheels for multiple platforms #17

This pull-requests adds support for 3.9 and 3.10 by extending the python-version matrix. This solves #11

I think this one should be merged + ran: https://pypi.org/project/pdftopng/#files shows that cp310 and cp311 are missing.

3.11 and 3.12 wheels would be nice too at this point if we think this could get merged and released.
