I think the problem is the repo http://ppa.launchpad.net/webupd8team/gnome3/ubuntu and http://ppa.launchpad.net/webupd8team/gnome3/ubuntu from /etc/apt/sources.list (or in somewhere else), disable them from Software & Updates -> Repositories tab. This made apt update failed, then anything are failed too. You shouldn't use http://download.opensuse.org/repositories/home:/Horst3180/xUbuntu_16.04, this repository is for Ubuntu 16.04, not 18.04.
