If...

all the page's v1 contents that are not main (nav, footer, header, aside) are empty
there is no mention of %NAV|FOOTERHEADER|ASIDE%in the body
page is not used as a template (🤔 this one is way more complicated, maybe let's forgot)
user is admin

Page edit interface could display a button "upgrade page to V2". Maybe in the right panel.
