Add Swiss cantons to custom_dict #254

Please consider adding this custom dictionary of Swiss Cantons. It provides the official abbreviation for each canton and names in all 4 official languages (French, German, Italian and Romansh) as well as a regex column that should match all 4 languages when they are mixed in a data source.

The fso.number is a number that is frequently used to identify the cantons, notably by the Swiss Federal Statistical Office.
