Add other GTAP version #330

Thanks @vincentarelbundock for merging the PR. Everything works well for me.

Here is another minor PR. Since our last exchange, GTAP 11 was released. So, I have extended the file get_gtap.R to scrap various versions at once.

I agree that these dictionaries should only be used as destination codes.

For me, this closes #326.
