Create flash-finder template

Add support for wbi remote --template flash-finder command, which means a new template called flash-finder needs to be created that will essentially just run flash-finder, but on della.

A couple of thoughts here:

• The name of the template should be a positional argument, so that we can say wbi remote do-something instead of wbi remote --template do-something (it would be nice if hello was run automatically if nothing was specified, but not required if it is turning into a pain to do).
• The remote command should take any arguments that it doesn't understand and pass them on as-is to the template, so that the template can do something useful with them. A good place to start would be to make wbi remote hello --hostname della --username john --greeting hola work, where --greeting gets passed to the template.
• With the above changes in place, it should be possible to now support wbi remote flash-finder --input_folder /bs --timelimit 00:05:00 working, where the template passes --input_folder to wbi flash-finder, and uses --timelimit inside the template itself to set the SBATCH time limit.
