Here is a strategy that aims to reward good A percentage levels. EternaBot already gets in a good range most of the time. Thumbs up! :) But I think this could improve it a bit.
Strategy
A’s percentage for turnoff labs
Reward a A’s percentage range of 29 to 35A’s percentage. Penalize increasingly for higher and lower A’s percentage.
Give +2 to designs in the 31-33% A percentage range.
Strategy Background
I played a bit around in the fusion table of the round 95 data.
All the exclusion labs
I set the Eterna Score a bit lower than I normally would, since many of the top scorers are not in the winning range, when I also sets limits on cluster count.
Since there are more high scoring microRNA labs, I set the eterna score higher.
They go a bit lower than the exclusion labs, but I basically think they can use same area of A’s percentage. A good range is around 29-35%.
The same state (turn on) labs are harder to place as they are more spread. For now I let them be covered under the strategy for turnoff labs, since the main part of the high scorers belong there.

Thx to Omei for making the Fusion table that I used for getting the current A's percentage of last round of ms2 switch labs.
Thx also to Salish, Brourd and Jandersonlee for making statistics and graphs on the A repeats issue.
