Reward designs that fold similarly in both energy models in each switch state. Deduct points for the percentage of bonded pairs that differs in each state between energy models.

Implemented 16 lines of code.

Note: Design parameters should be changed in the future to indicate energy model calculations (optimizes strategies not using Vienna2.2)
