Business and work options only need to e available when your PC is at their place of employment or proprietorship. Modelling and porn options only need to be available after starting a career, which could be done through PC or at relevant locations. Crime is a special case, since there's always opportunity for it, but not everyone who breaks a law is going to do it professionally.
