Add the ability to install/update Plasma 5 plasmoids and themes along with the programs? #184

As a KDE user, to keep plasmoids and themes updated or I also keep Discover on my computer (and I try to avoid it, because I hate unnecessary redundancies) or I periodically search for them myself... therefore, it would be possible to add the possibility to install/update plasmoids and themes, like Discover does?

PS: I know it should be exposed under "pull request", but as a good rookie I've always messed up in that section.

I will have look on how the Plasmoid management API works, and if it is easy to integrate with (I thought they were distributed as default packages)
