Create subscriber page does not lead to subscription page

What steps will reproduce the problem?
1. Create a new inward, purpose new subscription for a new subscriber
2. Goto pending inward, select next
3. Enter all mandatory fields on subscriber creation except for "Subcriber 
Type" and "Description". The "Save" button is enabled.
4. Click on "Save". This saves the subscriber info.

What is the expected output? What do you see instead?
The user should be led to creation of subscription after subscriber details are 
entered.

The "Save" button should not be enabled till all the mandatory fields are 
entered. If all mandatory fields are filled in then the user is correctly led 
to creation of subscription.
