Save button for agent workflow #386

In the agent workflow, the save button should be enabled only when valid 
subscriptions are entered.

We had a flow in which the subscriptions were not entered and the save button 
was clicked. This recorded the inward against the subscriber but the inward is 
now an orphan. No subscriptions were created.

check for subscription table for non zero rows, then enable the button.
