P2 issue: Airtel- Not created subscription user for the corresponding callback "Subscriber+grace+period+over" on 28th of June for 919717864804, 919963816832 #580

Expected: Subscription User stating Grace/Suspend status should be created in subscription user should be created.

Actual: We have not created any subscription user for the same callback

As discussed with Aravind, Currently If the user moved to Grace period and receives subscribe+grace period+over, then we are not creating new sub user as grace as currently w creating creating grace user for 88 days , Hence this is not an issue.
